The Trump administration has approved visas for Iranian President Masoud Pezeshkian, Foreign Minister Abbas Araghchi and members of Iran’s core delegation to attend next week’s United Nations General Assembly in New York, even as the United States and Iran remain at war.

The U.S. State Department confirmed that Iran’s core delegation and essential staff will be permitted to participate in the high-level UN meetings.

The decision comes as Washington and Tehran remain locked in a conflict that began on February 28, while intermittent diplomatic efforts have so far failed to produce a lasting agreement.

Strict Restrictions for Iranian Officials

Although the Iranian delegation will be allowed into the United States, officials will face significant restrictions while in New York.

According to the State Department, the delegation will be subject to travel limitations and restrictions on purchasing luxury and other goods. The Iranian delegation is also expected to be smaller than last year.

The United States has previously limited the movement of Iranian diplomats in New York, generally restricting their travel to areas connected with the United Nations and Iran’s diplomatic mission.

Why Is the U.S. Allowing Them to Enter?

As the host country of the United Nations headquarters, the United States generally has obligations under the 1947 UN Headquarters Agreement to provide foreign representatives access to UN meetings.

The decision therefore allows Iran’s senior leadership to participate in one of the world’s largest diplomatic gatherings despite the ongoing confrontation between Washington and Tehran.

Could the UN Meeting Open the Door to Diplomacy?

The timing will put senior Iranian officials in New York alongside President Donald Trump and numerous world leaders as the conflict remains one of the major international issues expected to dominate the UN gathering.

Pezeshkian is scheduled to address the General Assembly next week.

The U.S. and Iran have held intermittent talks aimed at ending the conflict, but major disagreements remain unresolved, including the Strait of Hormuz and Iran’s nuclear program.

With leaders from the United States, Iran and several countries involved in diplomatic efforts gathering in New York, attention will now turn to whether any new diplomatic contacts emerge on the sidelines of the UN meetings.

For now, there has been no announcement of a direct Trump-Pezeshkian meeting.
